 Introduced  by Sens. TEDISCO, BORRELLO, JORDAN, O'MARA -- read twice and
   ordered printed, and when printed to be committed to the Committee  on
   Codes
 
 AN ACT to amend the penal law, in relation to establishing the misdemea-
   nor  of unlawful concealment of identity; and providing for the repeal
   of such provisions upon expiration thereof

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. The penal law is amended by adding a new section 240.11 to
 read as follows:
 § 240.11 UNLAWFUL CONCEALMENT OF IDENTITY.
   A PERSON IS GUILTY OF UNLAWFUL CONCEALMENT OF IDENTITY WHEN HE OR  SHE
 WEARS  ANY  MASK,  FALSE  WHISKERS  OR  ANY  PERSONAL  DISGUISE, WHETHER
 COMPLETE OR PARTIAL, FOR THE PURPOSE OF:
   1. EVADING OR ESCAPING DISCOVERY, RECOGNITION OR IDENTIFICATION IN THE
 COMMISSION OF ANY CRIME; OR
   2. CONCEALMENT, FLIGHT OR ESCAPE, WHEN CHARGED WITH, ARRESTED  FOR  OR
 CONVICTED OF, ANY CRIME.
   ANY  PERSON  VIOLATING  ANY OF THE PROVISIONS OF THIS SECTION SHALL BE
 DEEMED GUILTY OF A MISDEMEANOR.
   § 2. This act shall take effect immediately and shall  expire  and  be
 deemed repealed December 31, 2021.
