BILL NUMBER: S3809 SPONSOR: SKOUFIS TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to issuing non-driver identification cards to certain persons with suspended driv- ing privileges PURPOSE: To require the Department of Motor Vehicles to issue a non-driver iden- tification card to an individual who has had their driver's license suspended by a court. SUMMARY OF PROVISIONS: Section 1: Requires the Department of Motor Vehicles, when a court suspends a driver's license, to immediately issue to the person whose driver's license was suspended a non-driver identification photo card to such person. The nondriver identification card shall be in the same form

S T A T E O F N E W Y O R K ________________________________________________________________________ 3809 2021-2022 Regular Sessions I N S E N A T E January 30, 2021 ___________ Introduced by Sen. SKOUFIS -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to issuing non-driver identification cards to certain persons with suspended driving privileges THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subparagraph 7 of paragraph (e) of subdivision 2 of section 1193 of the vehicle and traffic law is amended by adding a new clause f to read as follows: F. WHEN A COURT SUSPENDS A DRIVER'S LICENSE UNDER THIS SUBPARAGRAPH, THE DEPARTMENT SHALL IMMEDIATELY ISSUE TO THE PERSON WHOSE DRIVER'S LICENSE WAS SUSPENDED A NON-DRIVER IDENTIFICATION CARD WITH A PHOTO OF SUCH PERSON. THE NON-DRIVER IDENTIFICATION CARD SHALL BE IN THE SAME FORM AS ANY OTHER NON-DRIVER IDENTIFICATION CARD ISSUED UNDER SECTION FOUR HUNDRED NINETY OF THIS CHAPTER. § 2. This act shall take effect on the ninetieth day after it shall have become a law. Effective immediately, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date are authorized to be made and completed on or before such effective date.
