 AN  ACT  to  amend  the  vehicle and traffic law, in relation to issuing
   non-driver identification cards  to  certain  persons  with  suspended
   driving privileges
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subparagraph 7 of paragraph (e) of subdivision 2 of section
 1193 of the vehicle and traffic law is amended by adding a new clause  f
 to read as follows:
   F.  WHEN  A COURT SUSPENDS A DRIVER'S LICENSE UNDER THIS SUBPARAGRAPH,
 THE DEPARTMENT SHALL IMMEDIATELY ISSUE  TO  THE  PERSON  WHOSE  DRIVER'S
 LICENSE  WAS  SUSPENDED A NON-DRIVER IDENTIFICATION CARD WITH A PHOTO OF
 SUCH PERSON. THE NON-DRIVER IDENTIFICATION CARD SHALL  BE  IN  THE  SAME
 FORM  AS  ANY  OTHER NON-DRIVER IDENTIFICATION CARD ISSUED UNDER SECTION
 FOUR HUNDRED NINETY OF THIS CHAPTER.
   § 2. This act shall take effect on the ninetieth day  after  it  shall
 have become a law. Effective immediately, the addition, amendment and/or
 repeal  of  any  rule  or regulation necessary for the implementation of
 this act on its effective date are authorized to be made  and  completed
 on or before such effective date.
