BILL NUMBER: S4208 SPONSOR: ADDABBO TITLE OF BILL: An act to amend the environmental conservation law, in relation to authorizing the installation of surveillance cameras PURPOSE: The purpose of this bill is to permit local sanitation departments install and use security cameras in order to help enforcement officers identify and fine individuals who have engaged in illegal dumping. SUMMARY OF PROVISIONS: Section 1 - Section 27-0107 of the environmental conservation law is amended by adding a new subdivision 1-a to read as follows: 1-a. Any municipal agency having authority over local sanitation or waste manage- ment may install surveillance cameras and review such camera footage to help identify individuals who have engaged in illegal dumping.

ADDABBO -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to authorizing the installation of surveillance cameras THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 27-0107 of the environmental conservation law is amended by adding a new subdivision 1-a to read as follows: 1-A. LOCAL ENFORCEMENT. ANY MUNICIPAL AGENCY HAVING AUTHORITY OVER LOCAL SANITIZATION OR WASTE MANAGEMENT MAY INSTALL SURVEILLANCE CAMERAS AND REVIEW SUCH CAMERA FOOTAGE TO HELP IDENTIFY INDIVIDUALS WHO HAVE ENGAGED IN ILLEGAL DUMPING. § 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD03387-01-1
