BILL NUMBER: S6397 SPONSOR: KAPLAN TITLE OF BILL: An act to amend the economic development law, in relation to the publishing of certain procurement contract opportunities; and providing for the repeal of such provisions upon the expiration thereof PURPOSE: This legislation would shorten the timeframe to at least five days that the notice of procurement opportunities must be made available as it relates to the COVID-19 pandemic small business recovery grant program. SUMMARY OF PROVISIONS: Section 1 amends Section 142 of the economic development law by adding a new Section 1-a which would notwithstand other provisions of law related to procurement contract opportunities that are required to effectuate the COVID-19 pandemic small business recovery program (Section sixteen-

KAPLAN, KRUEGER, REICHLIN-MELNICK, SKOUFIS, HARCKHAM -- read twice and ordered printed, and when printed to be committed to the Committee on Commerce, Economic Development and Small Business AN ACT to amend the economic development law, in relation to the publishing of certain procurement contract opportunities; and provid- ing for the repeal of such provisions upon the expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 142 of the economic development law is amended by adding a new subdivision 1-a to read as follows: 1-A. NOTWITHSTANDING ANY OTHER PROVISION OF LAW, NOTICES OF PROCURE- MENT CONTRACT OPPORTUNITIES REQUIRED TO EFFECTUATE THE PROVISIONS OF SECTION SIXTEEN-FF OF SECTION ONE OF THE NEW YORK STATE URBAN DEVELOP- MENT CORPORATION ACT SHALL BE AVAILABLE ON THE INTERNET FOR AT LEAST FIVE DAYS. § 2. This act shall take effect immediately and shall expire and be deemed repealed July 31, 2021. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
