BILL NUMBER: S7005 SPONSOR: BAILEY TITLE OF BILL: An act to amend the executive law, in relation to prohibiting discrimi- nation during the appraisal of real property PURPOSE: The purpose of this bill is to prohibit appraisers from appraising a homeowner's property at a lower value because of the homeowner's age, race, creed, color, national origin, sexual orientation, gender identity or expression, military status, sex, disability, predisposing genetic characteristics, familial status, marital status or status as a victim of domestic violence. SUMMARY OF PROVISIONS: The first section of the bill amends Executive Law 296 (1) to prohibit the practice.

BAILEY -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations AN ACT to amend the executive law, in relation to prohibiting discrimi- nation during the appraisal of real property THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 296 of the executive law is amended by adding a new paragraph (i) to read as follows: (I) FOR AN APPRAISER OF REAL PROPERTY, BECAUSE OF THE AGE, RACE, CREED, COLOR, NATIONAL ORIGIN, SEXUAL ORIENTATION, GENDER IDENTITY OR EXPRESSION, MILITARY STATUS, SEX, DISABILITY, PREDISPOSING GENETIC CHAR- ACTERISTICS, FAMILIAL STATUS, MARITAL STATUS OR STATUS AS A VICTIM OF DOMESTIC VIOLENCE OF ANY OWNER, RESIDENT OR ANY OTHER INDIVIDUAL, TO APPRAISE REAL PROPERTY AT A DIFFERENT VALUE. § 2.
