BILL NUMBER: S4569 SPONSOR: BAILEY TITLE OF BILL: An act to amend the executive law, in relation to prohibiting discrimi- nation during the appraisal of real property PURPOSE: To prohibit real estate appraisers from appraising a home at a lower value because of the homeowner's age, race, creed, color, national origin, sexual orientation, gender identity or expression, military status, sex, disability, predisposing genetic characteristics, familial status, marital status or status as a victim of domestic violence. SUMMARY OF PROVISIONS: Section one of the bill amends section 296 of the executive law to prohibit this form of discrimination. Section two sets forth the effec- tive date.

BAILEY -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations AN ACT to amend the executive law, in relation to prohibiting discrimi- nation during the appraisal of real property THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 296 of the executive law is amended by adding a new paragraph (i) to read as follows: (I) FOR AN APPRAISER OF REAL PROPERTY, BECAUSE OF THE AGE, RACE, CREED, COLOR, NATIONAL ORIGIN, SEXUAL ORIENTATION, GENDER IDENTITY OR EXPRESSION, MILITARY STATUS, SEX, DISABILITY, PREDISPOSING GENETIC CHAR- ACTERISTICS, FAMILIAL STATUS, MARITAL STATUS OR STATUS AS A VICTIM OF DOMESTIC VIOLENCE OF ANY OWNER, RESIDENT OR ANY OTHER INDIVIDUAL, TO APPRAISE REAL PROPERTY AT A DIFFERENT VALUE. § 2.
