   BYRNES, GALLAHAN, J. M. GIGLIO, McDONOUGH,  TAGUE  --  read  once  and
   referred to the Committee on Environmental Conservation
 
 AN  ACT  to  amend  the  environmental  conservation law, in relation to
   educating the public about the health  and  environmental  impacts  of
   lithium-ion  batteries  for  electric  vehicles, and the manufacturing
   thereof
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Paragraph  b  of  subdivision 2 of section 19-0301 of the
 environmental conservation law, as amended by chapter 319 of the laws of
 2022, is amended to read as follows:
   b. Encourage voluntary cooperation by all persons in controlling  air,
 WATER  AND SOIL pollution and air, WATER AND SOIL contamination, includ-
 ing but not limited to, educating the public about the health and  envi-
 ronmental impacts of idling vehicles, such as air pollution from vehicle
 emissions,  environmental impacts of carbon dioxide emissions and health
 risks associated with exposure  to  vehicle  emissions.  Such  education
 shall,  at  a  minimum,  include developing and distributing educational
 materials and posting such information on the department's website.
   § 2. This act shall take effect immediately.
