 AN ACT to designate certain zip codes as cease and desist zones
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1.  Notwithstanding any other law, rule or regulation  to  the
 contrary,  the  secretary  of  state shall establish by rule a cease and
 desist zone, pursuant to subdivision 3 of  section  442-h  of  the  real
 property  law,  consisting of the following zip codes within ninety days
 of the effective date of this act:  10451, 10452, 10453,  10454,  10455,
 10456,  10457,  10458,  10459, 10460, 10461, 10462, 10463, 10464, 10465,
 10466, 10467, 10468, 10469, 10470, 10471, 10472,  10473,  10474,  10475,
 10550,  10551,  10552, and 10553.   The rule establishing such cease and
 desist zone shall be effective for five years, provided the secretary of
 state may re-adopt the rule to continue the cease and desist zone pursu-
 ant to paragraph (c) of subdivision 3 of section 442-h of the real prop-
 erty law.
   ยง 2. This act shall take effect immediately.
