BILL NUMBER: S4904 SPONSOR: MURRAY TITLE OF BILL: An act to amend the state finance law, in relation to prohibiting the use of state funds for non-residents seeking an abortion or related procedures PURPOSE: To prohibit the use of New York State resources and funding for medical procedures for nonresidents that result in the termination of a pregnan- cy. SUMMARY OF PROVISIONS: Section 1. amends Section 8 of the state finance law by adding a new subdivision 17 to read as follows: 17. MURRAY, BORRELLO, TEDISCO -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the state finance law, in relation to prohibiting the use of state funds for non-residents seeking an abortion or related procedures THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 8 of the state finance law is amended by adding a new subdivision 17 to read as follows: 17. NOTWITHSTANDING ANY INCONSISTENT PROVISION OF THIS CHAPTER OR ANY OTHER LAW, NO CLAIM SHALL BE CERTIFIED FOR PAYMENT NOR SHALL ANY PAYMENT BE MADE BY THE COMPTROLLER OR BY ANY STATE DEPARTMENT OR AGENCY TO ANY NON-RESIDENT OR ON BEHALF OF SUCH NON-RESIDENT WHERE SUCH PAYMENT IS INTENDED FOR THE PROVISION OF AN ABORTION OR ANY OTHER RELATED PROCEDURE OR AS REIMBURSEMENT FOR THE PERFORMANCE OF AN ABORTION OR OTHER RELATED PROCEDURE. FOR THE PURPOSES OF THIS SECTION, "RELATED PROCEDURE" SHALL MEAN ANY PROCEDURE THAT RESULTS IN THE INTENTIONAL TERMINATION OF A PREGNANCY AT ANY STAGE OF GESTATION. § 2.
