 Introduced  by  Sens.  MURRAY, ASHBY, BORRELLO, RHOADS, TEDISCO, WEIK --
   read twice and ordered printed, and when printed to  be  committed  to
   the Committee on Finance
 
 AN  ACT  to  amend the state finance law, in relation to prohibiting the
   use of state funds for non-residents seeking an  abortion  or  related
   procedures

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 8 of the state finance law is amended by  adding  a
 new subdivision 17 to read as follows:
   17.  NOTWITHSTANDING ANY INCONSISTENT PROVISION OF THIS CHAPTER OR ANY
 OTHER LAW, NO CLAIM SHALL BE CERTIFIED FOR PAYMENT NOR SHALL ANY PAYMENT
 BE MADE BY THE COMPTROLLER OR BY ANY STATE DEPARTMENT OR AGENCY  TO  ANY
 NON-RESIDENT  OR  ON  BEHALF  OF SUCH NON-RESIDENT WHERE SUCH PAYMENT IS
 INTENDED FOR THE PROVISION OF AN ABORTION OR ANY OTHER RELATED PROCEDURE
 OR AS REIMBURSEMENT FOR THE PERFORMANCE OF AN ABORTION OR OTHER  RELATED
 PROCEDURE.  FOR  THE PURPOSES OF THIS SECTION, "RELATED PROCEDURE" SHALL
 MEAN ANY PROCEDURE THAT RESULTS IN  THE  INTENTIONAL  TERMINATION  OF  A
 PREGNANCY AT ANY STAGE OF GESTATION.
   § 2. This act shall take effect immediately.
