BILL NUMBER: S5199 SPONSOR: SKOUFIS TITLE OF BILL: An act to amend the civil rights law, in relation to discrimination against vaccinated persons PURPOSE: Amends the civil rights law by adding a new section 40-h to prevent discrimination against vaccinated persons. SUMMARY OF PROVISIONS: Section 1: Amends the civil rights law to create a misdemeanor violation for a person who excludes from the equal enjoyment of any accommodation, facility or privilege furnished by innkeepers or common carriers, amuse- ment or resort, any person because the person received a vaccination discrimination against vaccinated persons Section 2: Sets effective date

SKOUFIS -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations AN ACT to amend the civil rights law, in relation to discrimination against vaccinated persons THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The civil rights law is amended by adding a new section 40-h to read as follows: § 40-H. DISCRIMINATION AGAINST VACCINATED PERSONS. A PERSON WHO EXCLUDES FROM THE EQUAL ENJOYMENT OF ANY ACCOMMODATION, FACILITY OR PRIVILEGE FURNISHED BY INNKEEPERS OR COMMON CARRIERS, AMUSEMENT OR RESORT, ANY PERSON BECAUSE THE PERSON RECEIVED A VACCINATION, IS GUILTY OF A MISDEMEANOR. § 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD01343-01-3
