   printed to be committed to the Committee on Finance
 
 AN ACT to amend the executive law, in relation  to  providing  technical
   assistance  to  any  municipality that has had a college or university
   close within such municipality

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 153 of the executive law is amended by adding a new
 subdivision 4 to read as follows:
   4.  TO  PROVIDE TO ANY MUNICIPALITY, UPON REQUEST, IN COOPERATION WITH
 THE DEPARTMENT OF ECONOMIC DEVELOPMENT AND THE DEPARTMENT OF  EDUCATION,
 TECHNICAL  ASSISTANCE IN THE EVENT OF A COLLEGE OR UNIVERSITY CLOSING IN
 SUCH MUNICIPALITY, ON TOPICS INCLUDING BUT NOT LIMITED TO:
   (A) WORKFORCE TRANSITION AND DEVELOPMENT;
   (B) ATTRACTING NEW EMPLOYERS AND ECONOMIC OPPORTUNITIES;
   (C) DEVELOPING PLANS FOR THE LAND AND BUILDINGS FORMERLY  OCCUPIED  BY
 SUCH COLLEGE OR UNIVERSITY; AND
   (D) RECOMMENDATIONS AND PLANNING ASSISTANCE FOR DEALING WITH CREDITORS
 AND  OTHER  ENTITIES  HAVING  A  FINANCIAL  INTEREST  IN SUCH COLLEGE OR
 UNIVERSITY'S ASSETS LOCATED IN  SUCH  MUNICIPALITY,  PROVIDED,  HOWEVER,
 THAT  THE STATE SHALL NOT BECOME A PARTY TO ANY LEGAL PROCEEDINGS PURSU-
 ANT TO THIS SUBDIVISION.
   § 2. This act shall take effect immediately.
