BILL NUMBER: S1525 SPONSOR: MAY TITLE OF BILL: An act to amend the executive law, in relation to providing technical assistance to any municipality that has had a college or university close within such municipality PURPOSE: To provide more support and technical assistance from the state to muni- cipalities experiencing college closures. SUMMARY OF PROVISIONS: Amends the executive law to require the departments of state, economic development, and education to provide technical assistance upon request of a municipality experiencing a college closure to address issues related to such transition.

MAY -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the executive law, in relation to providing technical assistance to any municipality that has had a college or university close within such municipality THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 153 of the executive law is amended by adding a new subdivision 4 to read as follows: 4. TO PROVIDE TO ANY MUNICIPALITY, UPON REQUEST, IN COOPERATION WITH THE DEPARTMENT OF ECONOMIC DEVELOPMENT AND THE DEPARTMENT OF EDUCATION, TECHNICAL ASSISTANCE IN THE EVENT OF A COLLEGE OR UNIVERSITY CLOSING IN SUCH MUNICIPALITY, ON TOPICS INCLUDING BUT NOT LIMITED TO: (A) WORKFORCE TRANSITION AND DEVELOPMENT; (B) ATTRACTING NEW EMPLOYERS AND ECONOMIC OPPORTUNITIES; (C) DEVELOPING PLANS FOR THE LAND AND BUILDINGS FORMERLY OCCUPIED BY SUCH COLLEGE OR UNIVERSITY; AND (D) RECOMMENDATIONS AND PLANNING ASSISTANCE FOR DEALING WITH CREDITORS AND OTHER ENTITIES HAVING A FINANCIAL INTEREST IN SUCH COLLEGE OR UNIVERSITY'S ASSETS LOCATED IN SUCH MUNICIPALITY, PROVIDED, HOWEVER, THAT THE STATE SHALL NOT BECOME A PARTY TO ANY LEGAL PROCEEDINGS PURSU- ANT TO THIS SUBDIVISION. § 2.
