 AN ACT to amend the executive law, in relation  to  requiring  discrimi-
   nation,  bias, and harassment prevention training for members of state
   boards and commissions

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. The executive law is amended by adding a new section 170-g
 to read as follows:
   § 170-G. DISCRIMINATION, BIAS,  AND  HARASSMENT  PREVENTION  TRAINING.
 EVERY  MEMBER  OF  EACH  STATE  BOARD OR COMMISSION, WHETHER OR NOT SUCH
 MEMBER IS COMPENSATED, SHALL COMPLETE DISCRIMINATION, BIAS, AND  HARASS-
 MENT  PREVENTION  TRAINING ON AN ANNUAL BASIS. SUCH TRAINING SHALL BE IN
 COMPLIANCE WITH SECTION TWO HUNDRED ONE-G OF THE LABOR LAW AND  SUBDIVI-
 SION NINETEEN OF SECTION TWO HUNDRED NINETY-FIVE OF THE EXECUTIVE LAW.
   §  2.  Section  295  of  the  executive law is amended by adding a new
 subdivision 19 to read as follows:
   19. TO DEVELOP A MODEL BIAS  AND  DISCRIMINATION  PREVENTION  TRAINING
 PROGRAM  THAT MAY BE UTILIZED BY EMPLOYERS WITHIN THE STATE. SUCH TRAIN-
 ING PROGRAM SHALL BE INTERACTIVE AND INCLUDE: (A) AN EXPLANATION OF BIAS
 AND DISCRIMINATION; (B) EXAMPLES OF CONDUCT THAT WOULD CONSTITUTE UNLAW-
 FUL BIAS OR DISCRIMINATION; (C) INFORMATION CONCERNING THE  FEDERAL  AND
 STATE  STATUTORY PROVISIONS CONCERNING BIAS AND DISCRIMINATION AND REME-
 DIES AVAILABLE TO VICTIMS OF BIAS OR DISCRIMINATION; AND (D) INFORMATION
 CONCERNING EMPLOYEES' RIGHTS OF REDRESS AND  ALL  AVAILABLE  FORUMS  FOR
 ADJUDICATING COMPLAINTS.
   §  3.  This  act shall take effect on the ninetieth day after it shall
 have become a law. Effective immediately, the addition, amendment and/or
 repeal of any rule or regulation necessary  for  the  implementation  of
 this  act  on its effective date are authorized to be made and completed
 on or before such effective date.
