TITLE OF BILL:

An act to authorize a study on proposed improvements of state route 303
in the town of Orangetown, county of Rockland; and providing for the
repeal of such provisions upon expiration thereof

 
PURPOSE:

To authorize the New York State Department of Transportation (NYSDOT) to
study state route 303 in the Town of Orangetown.

 
SUMMARY OF PROVISIONS:

Section I: authorizes the NYSDOT to conduct a study of potential
improvements along state route 303 within the Town of Orangetown, Rock-
land County. The study should consider the cost of barrier installation,
addition of left turn lanes, impact of the timing of traffic lights and
potential traffic calming measures.

Section II: sets the effective date.

 
JUSTIFICATION:

State route 303 is a dangerous eighty-plus year-old roadway, without
median barriers for most of its length. Lanes are narrow, and heavy
truck traffic is common. The posted speed limit is 45, but speeds over
60 are routine. This is a main arterial that runs north-south between
New York and New Jersey.

Constructed in the 1940s, the State carried out a major rehabilitation
at and around the intersection with Erie Street about 6-8 years ago
based on a twenty-year old report conducted by the New York Metropolitan
Transportation Council, the Town of Orangetown, the Rockland County
Department of Planning and NYSDOT.  Since that time, State Route 303
continues to be a dangerous road with truck traffic and other vehicles
speeding along making it difficult for ingress and egress into residen-
tial neighborhoods. This bill seeks to provide an updated study with
recommendations to improve public safety.

EFFECTIVE DATE:
This act shall take effect immediately and shall expire one year after
it shall have become a law upon such date the provisions of this act
shall be deemed repealed.

 AN ACT to authorize a study on proposed improvements of state route  303
   in  the  town of Orangetown, county of Rockland; and providing for the
   repeal of such provisions upon expiration thereof

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The department of transportation is hereby authorized and
 directed to conduct a study on proposed improvements of state route  303
 in the town of Orangetown, county of Rockland.
   1. Such study shall address issues, including, but not limited to:
   (a) The estimated total cost of new barrier installation;
   (b) The estimated total cost of left-turn lanes;
   (c)  The  impact of adjusting the timing of traffic lights and traffic
 calming measures;
   (d) The estimated duration of the project;
   (e) The impact construction will have on local traffic patterns;
   (f) The environmental impact of the project, represented in  an  envi-
 ronmental  impact statement, if such statement is required by law, or is
 deemed warranted according to the discretion of the department of trans-
 portation; and
   (g) Identify areas for cooperation between agencies who  have  purview
 over this project and/or relevant properties and solicit and incorporate
 input from such agencies.
   2.  The department of transportation shall report such findings to the
 governor and the legislature within one year after the effective date of
 this act.
   § 2. This act shall take effect immediately and shall expire one  year
 after  it  shall have become a law when upon such date the provisions of
 this act shall be deemed repealed.
