BILL NUMBER: S7231 SPONSOR: HOYLMAN-SIGAL TITLE OF BILL: An act in relation to the electrification of the Manhattan Cruise Termi- nal; and providing for the repeal of such provisions upon expiration thereof PURPOSE: To authorize and direct relevant New York agencies, authorities, and corporations to study and implement the electrification of the Manhattan Cruise Terminal for the purposes of providing shore power to all vessels docking in the terminal by the year 2030 SUMMARY OF SPECIFIC PROVISIONS: Section 1 authorizes and directs relevant agencies, authorities, and corporations to study competitive options to facilitate the electrifica- tion of the Manhattan Cruise Terminal for the purposes of providing shore power to all vessels docking in the terminal by the year 2030 and

HOYLMAN-SIGAL -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommu- nications AN ACT in relation to the electrification of the Manhattan Cruise Termi- nal; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The New York state energy research and development authori- ty in consultation with the department of public service, the department of environmental conservation, Con Edison, the Hudson River Park Trust, other relevant state agencies and authorities with subject matter exper- tise, and the New York City Economic Development Corporation, is author- ized and directed to: (a) develop a study of competitive options to facilitate the electri- fication of the Manhattan Cruise Terminal to provide shore power to all vessels docking in the terminal, by the year 2030, while ensuring energy resource adequacy and other reliability services are maintained. The study should prioritize the electrification of the Manhattan Cruise Terminal to provide shore power to directly assist in achieving the energy, environmental justice and emissions reductions requirements of section 66-p of the public service law. The study shall address multiple types of shore power plug-ins for vessels and energy pricing rates. The study shall include recommendations of standards and requirements that: (i) significantly reduce the reliance on fossil fuels, taking into account the requirements and timing of the state's emission reduction programs; (ii) provide significant environmental, health and other benefits to disadvantaged communities within one mile of the Manhattan Cruise Termi- nal, as such communities are defined under section 75-0101 of the envi- ronmental conservation law; and (b) provide public notice of the study, and ensure the results of the study are made easily accessible to members of disadvantaged communi- ties, as defined in section 75-0101 of the environmental conservation

(a) The New York City Economic Development Corporation, in consultation with the department of public service, the department of environmental conservation, Con Edison, the New York state energy research and development authority, the Hudson River Park Trust, other relevant state agencies and authorities with subject matter expertise, shall immediately commence any proceedings, processes, stakeholder engagement, or capital projects necessary for the installation of shore power capability at the Manhattan Cruise Terminal. (b) The process of electrification of the Manhattan Cruise Terminal must be completed, and shore power must be available to vessels calling on the terminal, by December 31, 2030. (c) The New York City Economic Development Corporation in consultation with the New York Power Authority shall issue a competitive award proc- ess to facilitate the electrification of the Manhattan Cruise Terminal. § 2.
