 AN ACT to amend chapter 54 of the laws of  2023,  enacting  the  capital
   projects  budget, in relation to safety and security projects at small
   businesses at risk of hate crimes

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Section 1 of chapter 54 of the laws of 2023, enacting the
 capital projects  budget, is amended by repealing the items  hereinbelow
 set  forth  in  brackets and by adding to  such  section the other items
 underscored in this section.
 
                   DIVISION OF CRIMINAL JUSTICE SERVICES
 
                        CAPITAL PROJECTS   2023-24
 
 SAFETY AND SECURITY PROJECTS FOR AT RISK FACILITIES (CCP)
 
   Capital Projects Funds - Other
   Capital Projects Fund - 30000
   Program Improvement/Change Purpose
 
 For competitive grants to provide safety and
   security projects at  nonprofit  organiza-
   tions  OR  SMALL  BUSINESS  AS  DEFINED BY
   SECTION 131 OF  THE  ECONOMIC  DEVELOPMENT
   LAW  at  risk  of  hate  crimes or attacks
   including, but not limited to, at a facil-
   ity, virtually or on the internet  because
   of  their  ideology,  beliefs  or mission,
   provided that $10,000,000 be  made  avail-
   able   for   not-for-profit   reproductive
   health   centers   AND   NO   LESS    THAN
 
  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                       [ ] is old law to be omitted.
