BILL NUMBER: S9904 SPONSOR: MYRIE TITLE OF BILL: An act to amend the executive law, in relation to defining the term "mass shooting" for purposes of emergency response measures and access to emergency funding a SUMMARY OF PROVISIONS: Section 1 amends subdivision 11 of section 835 of the executive law, as amended by chapter 69 of the laws of 2024 defines the term, " mass shooting" to include "injured" as a qualifying factor. Section 2 amends subparagraph (vi) of paragraph (b) of subdivision 2 of section 631-a of the executive law as added by chapter 69 of the laws of 2024 which indicates the qualifying factor of four or more injured persons in a shooting incident to receive awards to victims. Section 3 provides for the effective date.

MYRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the executive law, in relation to defining the term "mass shooting" for purposes of emergency response measures and access to emergency funding THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 11 of section 835 of the executive law, as amended by chapter 69 of the laws of 2024, is amended to read as follows: 11. "Mass shooting" means an incident in which at least four people are murdered OR INJURED with a firearm, rifle, or shotgun. § 2. Subparagraph (vi) of paragraph (b) of subdivision 2 of section 631-a of the executive law, as added by chapter 69 of the laws of 2024, is amended to read as follows: (vi) services to victims of a mass shooting as defined in subdivision eleven of section eight hundred thirty-five of this chapter [or of a shooting incident in which four or more people are injured]. § 3. A change in definition would allow for a falsely perceived uptick in mass shootings by the inclusion of more incidents in this category. This will then be used to justify future cun control measures to strip away our rights, and allow easier access to taxpayer funds under the guise of “emergency” to fund such campaigns.
