TITLE OF BILL:

An act to establish a housing task force addressing affordable housing
for millennials in suburban counties

 
PURPOSE OR GENERAL IDEA OF BILL:

This bill establishes a housing task force to address affordable housing
for millennials in suburban communities. This task force creates a body
to foster discussion of the respective issue and develops links between
agencies.

 
SUMMARY OF PROVISIONS:

Section 1 of the bill establishes a housing task force to facilitate
interagency planning and policy, examine specific agency initiatives for
affordable housing for millennials ages 25-35, provide a forum to
discuss concerns and issues related to affordable housing, develop link-
ages and partnerships with housing developers to address this problem,

and identify existing state initiatives that would aid in providing
millennials with resources to find affordable housing.

Section 2 states that the task force shall issue its findings, and any
legislative recommendations or proposed state policy to the governor and
leaders of the legislature.

Section 3 states that the task force shall consist of a total of twelve
members. The task force members shall have experience in or represent
these areas: housing providers and associations, real estate providers
and associations, mortgage providers and associations, and millennial
consumers.

Section 4 establishes a sub-task force who will focus on affordable
housing for millennial residents in Westchester, Nassau, and Suffolk
counties.

Section 5 states that one of the appoint eats by the governor shall
serve as chairperson of the task force.

Section 6 states that the members of the task force shall serve without
compensation and that the Empire State Development Corporation shall be
responsible for all expenses incurred by this task force.

Section 7 states the chairperson can request the use of facilities,
assistance, and data from state agencies to carry out the task force's
powers and duties.

Section 8 states the effective date of the bill.

 
JUSTIFICATION:

New Yorkers between the ages of 25-35, also known as the millennial
generation, have struggled immensely in finding affordable housing.  The
skyrocketing costs of houses have prevented many millennials from
purchasing a house, and have left many returning to their childhood
homes. The establishment of a task force creates a solidified body to
focus on the solution and management of this issue. The task force will
act as a liaison between different agencies and the constituents to
address this issue.

EFFECTIVE DATE:
This act shall take effect on the ninetieth day after it shall have
become law.

 AN  ACT  to establish a housing task force addressing affordable housing
   for millennials in suburban counties

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  A  housing  task  force to address affordable housing for
 millennials in suburban counties is hereby established. The role of  the
 task force includes, but is not limited to:
   (a) facilitating interagency planning and policy;
   (b)  reviewing  specific agency initiatives for affordable housing for
 millennials ages 25 to 35;
   (c) providing a  continuing  forum  to  discuss  concerns  and  issues
 related to the formulation of state policy designed to help address this
 issue;
   (d)  developing  linkages and partnerships with housing developers and
 other appropriate entities to address the problem of lack of  affordable
 housing for millennials; and
   (e) identifying existing state initiatives that would aid in providing
 millennials with resources to find affordable housing.
   §  2. On or before two years after the effective date of this act, the
 task force shall issue its findings, any legislative recommendations  or
 proposed state policy changes it deems necessary to the governor, tempo-
 rary  president  of the senate, speaker of the assembly, minority leader
 of the senate, and minority leader of the assembly.  The task force  may
 also  issue  interim  findings, legislative recommendations, or proposed
 state policy changes it deems necessary at any time.
   § 3. The task force shall consist of a total  of  twelve  members  and
 shall  be  appointed  as  follows: six members shall be appointed by the
 governor, including one member recommended by the  commissioner  of  the

 division of housing and community renewal, one member recommended by the
 commissioner  of  the  department  of  economic  development, one member
 recommended jointly by the housing finance agency and the state  of  New
 York  mortgage  agency,  and  one member nominated by each of the county
 executives of Westchester, Nassau, and  Suffolk  counties;  two  members
 shall  be  appointed by the temporary president of the senate, including
 one member recommended by the chair of the senate housing,  construction
 and  community  development  committee; one member shall be appointed by
 the minority leader of the senate; two members shall be appointed by the
 speaker of the assembly, including one member recommended by  the  chair
 of  the assembly housing committee; and one member shall be appointed by
 the minority leader of the assembly.   All members  of  the  task  force
 shall  have  experience  in  or  represent  the following areas: housing
 providers and associations,  real  estate  providers  and  associations,
 mortgage providers and associations and millennial consumers.
   § 4. The members appointed upon the recommendation of the county exec-
 utives  of  Westchester, Nassau and Suffolk counties pursuant to section
 three of this act shall constitute a sub-task force to focus on afforda-
 ble housing for millennials in Westchester, Nassau and Suffolk counties.
 Such sub-task force may also include other members of the task force who
 may be appointed to serve on the sub-task force by  the  chairperson  of
 the task force at the chairperson's discretion.
   §  5.  One  of  the appointments by the governor shall serve as chair-
 person of the task force.
   § 6. The members of the task force shall  serve  without  compensation
 and  the  empire  state development corporation shall be responsible for
 any expenses incurred by the task force.
   § 7. All departments, divisions, bureaus,  commissions,  districts  or
 agencies  of  the  state or any political subdivisions thereof shall, at
 the request of the chairperson, provide the task force with such facili-
 ties, assistance and data as will enable the task force to carry out its
 powers and duties.
   § 8. This act shall take effect on the ninetieth day  after  it  shall
 have become a law.
