 AN  ACT  to  amend  the  executive law, in relation to requiring certain
   state police vehicles to carry and offer use of jumper cables

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. The executive law is amended by adding a new section 212-a
 to read as follows:
   § 212-A. REQUIRED EQUIPMENT. THE  SUPERINTENDENT  SHALL  REQUIRE  THAT
 VEHICLES  OPERATED  BY  THE  NEW  YORK  STATE  POLICE PERFORMING TRAFFIC
 ENFORCEMENT BE EQUIPPED WITH JUMPER CABLES TO  ASSIST  IN  POWERING  THE
 BATTERY  OF  DISABLED VEHICLES. A STATE POLICE OFFICER SHALL BE REQUIRED
 TO OFFER USE OF SUCH JUMPER CABLES WHEN APPROACHING A DISABLED  VEHICLE.
 THE  STATE  POLICE  OFFICER  SHALL ONLY PLACE THE JUMPER CABLES ON THEIR
 STATE POLICE VEHICLE. THE OPERATOR OF THE DISABLED  VEHICLE  SHALL  ONLY
 PLACE THE JUMPER CABLES ON THEIR DISABLED VEHICLE AND SUBSEQUENTLY START
 THE VEHICLE.
   § 2. This act shall take effect on the one hundred eightieth day after
 it shall have become a law.  Effective immediately, the addition, amend-
 ment and/or repeal of any rule or regulation necessary for the implemen-
 tation  of  this act on its effective date are authorized to be made and
 completed on or before such effective date.
