    General Business (GBS) CHAPTER 20, ARTICLE 8-B

    § 89-lll. Regulations. The secretary is hereby authorized and
    empowered to promulgate rules and regulations necessary for the proper
    conduct of the business authorized under this article, and not
    inconsistent herewith.
