VAMPIRE VOTING ACT OF 2013 - S.3412
"The idea behind this bill is simple: It prohibits the legislature from voting on and passing bills from 9 PM to 9 AM," Gipson said. "Too often on Planet Albany, we pass laws in the dark of night, the only time these Vampire Bills seem to come to life. They wouldn't survive the light of day. These 'Vampire Bills' drive a stake through the heart of our democracy because each and every time we legislate after midnight, the people of the state lose their trust in government.
"The legislature needs to work during the light of day, just like most people in our state. Then and only then will we be able to earn the trust of the people we are supposed to serve. I hope to put an end to 'Vampire Bills' by passing this law. And, of course, we will do it while the sun shines."
