Senator Stewart-Cousins Celebrating Greenburgh Commissioner Bill Carter's 60th Birthday

Bill Carter, the Commissioner of the Theodore Young Center in Greenburgh, celebrated his 60th birthday last month at a party in Tarrytown. Senator Stewart-Cousins joined the festivities and presented the Commissioner with a proclamation for his service to the Greenburgh community and beyond.
