Senator DeFrancisco Attends Topping Off Ceremony for the Upstate Cord Blood Center in Syracuse

State Senator John A. DeFrancisco is pictured speaking during a "topping off ceremony" at 4900 Broad Road in Syracuse on September 22, 2015.  The ceremony was held to celebrate the placement of the last beam in the construction of the new Upstate Cord Blood Center.
