This Week's Featured Regulations

Federal Register, Volume 80, Issue 163, August 24, 2015:

• Pesticides; Certification of Pesticide Applicators Environmental Protection Agency (EPA-HQ-OPP-2011-0183)

  • The EPA is proposing changes to the existing regulation concerning the certification of applicators of restricted use pesticides (RUPs) in response to extensive stakeholder review of the regulation and its implementation since 1974. EPA's proposed changes would ensure the Federal certification program standards adequately protect applicators, the public, and the environment from risks associated with use of RUPs.

  • The public comment period ends on November 23, 2015.

  • Submit your comments to OPP Docket, Environmental Protection Agency Docket Center (EPA/DC) (28221T), 1200 Pennsylvania Ave. NW., Washington, DC 20460-0001. New York State Register, Issue 34, August 26, 2015:

• Sport Fishing and Associated Activities (NYS Department of Environmental Conservation/ENV-34-15-00003-P)

  • The rule will revise sportfishing regulations and associated activities including the commercial collection, sale and use of baitfish. 

  • Public comments will be accepted for 45-days or up to October 10, 2015.

• New York State Get on Your Feet Loan Forgiveness Program (NYS Higher Education Services Corporation/ESC-34-1500001-E)

  • The rule will implement the New York Get on Your Feet Loan Forgiveness Program for students who receive their undergraduate degree from a college or university located in New York State in December 2014 and thereafter.  The student must continue to live in NYS upon graduation, earn less than $50,000 per year, participate in either the federal Pay as You Earn (PAYE) or Income Based Repayment (IBR) program, which cap a federal student loan borrowers' payments at 10 percent of discretionary income, and apply for this program within two years after graduating from college.

  • Higher Education Services Corporation intends to adopt this emergency rule as a permanent rule and will publish a notice of proposed rule making in the State Register at some future date.  This emergency rule will expire on November 3, 2015.
