Carlucci: New York Must Counter the Repeal of Net Neutrality

NEW CITY, NY -- In the wake of the FCC's devastating decision to repeal net neutrality State Senator David Carlucci (D-Rockland/Westchester) announced a package of six bills aimed at protecting New Yorkers and keeping the net free and open in the Empire State. 

Keeping the Net Neutral Bill Package
1. Requiring that state contracts with internet service providers have a net neutrality clause.
2. Directing the Public Service Commission to create a process for certifying new neutral friendly businesses.
3. Requiring companies doing business with the state to disclose their net neutrality practices to the Department of State, Division of Consumer Affairs.
4. Prohibiting any franchise agreement between an internet service provider and a municipality from engaging in non-net neutral practices.
5. Requiring any companies using state right-of-ways in the form of internet cables adopt net neutrality.
6. Revoking the state and local tax breaks of any carriers not practicing new neutrality.

As Chairman of the NYS Senate Consumer Protection Committee, I fully support enacting state-level legislation to mitigate the impact of this decision.
