Governor Cuomo releases his proposed 2017-2018 New York State budget this week. The question foremost on my mind will be: How can we afford it? How can New York State afford all of the governor’s new spending while, at the same time, do a fundamentally better job of strengthening our private-sector business climate to create the jobs our workers need?
