The ECF and Alloy Development proposal for 80 Flatbush Avenue calls for the construction of two skyscrappers, a public elementary school, a public high school, a cultural facility and commercial and retail space bounded by Flatbush Avenue, Schermerhorn Street, Third Avenue and State Street.
