Senator Montgomery and Senator Martin Malavé Dilan, Ranking Member on the Senate Transportation Committee joins members of the Riders Alliance to call for increased state investment in New York City's public transportation system.
Riders Alliance is spearheading a campaign to create a sustainable revenue source to fix NYC's subway. For the past five years, delays in the subway system has increased exponentially. It has become increasingly diffficult for riders to get to work and to their destinations on time. The New York City transit system has massive capital needs including uprgrading signal technology from the 1930s, replacing subway cars from the 1960s and 1970s, bringing stations up to ADA compliance.
Governor Cuomo's 2018-2019 Executive Budget proposal appropriates roughly $5.4 billion in transit operating assistance through the DOT. The MTA is expected to receive $4.9 billion in FY 19, a $334 million increase over FY 18. The Executive Budget includes $3.4 billion in state transit aid as well as approximately $1.4 billion in revenue projections that is expected to be generated from the Payroll Mobility Tax, which the Executive proposes to move out of the budget to instead directly fund the MTA. The Executive Budget proposes $206 million in operating support for upstate transit systems and $324 million for Non-MTA downstate systems. The budget includes $8 million to fund the first phase for the trans-Hudson public transportation serving Rockland and Westchester counties, known as the Lower Hudson Transit Link.
