Governor Andrew Cuomo has delivered his third Inaugural Address and his ninth annual State of the State message to the Legislature, and he’s even unveiled his proposed 2019-2020 state budget that, in my view, raises some troubling questions for the future of communities and taxpayers across the Southern Tier and Finger Lakes regions.
