Senator Rivera’s “Beyond the Fourth Trimester” Bill Passes the State Senate

(Albany, NY) - State Senator Gustavo Rivera’s bill, S.1411A, also known as the “Beyond the Fourth Trimester” bill, passed the State Senate today. This bill will expand Medicaid coverage for new mothers from 60 days after giving birth to a full year.

“I am proud that today the State Senate overwhelmingly voted in favor of my “Beyond the Fourth Trimester” bill, which will undoubtedly help build on our efforts to address our State’s alarming rates of maternal mortality and morbidity, primarily among Black and immigrant women,” said State Senator Gustavo Rivera, Chairman, New York State Senate Health Committee. 

Pregnant women are currently eligible for Medicaid at higher income levels, but are only able to maintain Medicaid coverage for 60 days after giving birth. By extending this coverage to up to a year, as recommended by many healthcare professionals, new mothers will be able to access necessary and continuous health care to successfully navigate the challenging postpartum journey.  

This legislation directs the Commissioner of Health to immediately seek approval for Federal financial participation to share costs associated with this Medicaid expansion, an option available under the American Rescue Plan, enacted by Congress in March.

“This bill will save lives and allow children to grow up with their mothers. Our State’s mothers, who have been particularly affected by the pandemic, deserve nothing less,” added Senator Rivera.
