In early March, I sent a letter with Senator Krueger and many of my senate colleagues to Empire State Development (ESD) to halt the Penn Station Redevelopment plan until explanations are provided to the public about the cost, design, scope, bond liabilities and other currently unknown aspects of the project. We also called on ESD to hold off from voting on the plan until the New York City Independent Budget Office releases its independent financial analysis of the project.
