Senate chaos holds up local legislation

The stalemate in the state Senate has held up controversial and closely watched legislation like same-sex marriage and renewing mayoral control of New York City schools.

But officials at the local level are beginning to fret that the disagreements over which party controls the Senate will stall the approval of run-of-the-mill proposals that help counties get business done.
