Serrano Fights for Arts Funding in our State Budget

Albany, NY - Senator José M. Serrano (D-Manhattan/Bronx) today discussed passage of budget items that will harness the power of culture and tourism to revitalize the New York State economy.

NYSCA FUNDING 

"We were able to restore more than $4 million to the New York State Council on the Arts (NYSCA)," said Serrano, the Chair of the Committee on Cultural Affairs, Tourism, Parks & Recreation. Together with additional funding from the federal government, this totals more than $7 million.

He also took the innovative and unprecedented step of allocating $250,000 of his potential discretionary funds, also known as member items or legislative grants, right back into NYSCA. "This money will go directly into grant-making activity. NYSCA has tremendous expertise in funding the arts, not to mention nearly 50 years of proven leadership, and it's my pleasure to further empower and expand its efforts."

"When the NYSCA budget was cut last year, cultural organizations were hit very hard throughout the state," said Serrano. "In redirecting member item funds back to NYSCA, I hope to ease the pain, and save jobs, in communities like mine across New York. As I have always said, the arts and culture are not icing on the cake, but instead integral parts of state policy and budget."

"Culture means commerce. Culture means jobs," he said. "NYSCA grants benefit large and small non-profit organizations from across the State. We are talking about institutions that bring families to Broadway, tourists to the Hudson River Valley, and a new creative economy to Western New York."

LIVING MUSEUMS

Serrano also highlighted full restoration in funding - $ 9 million - to the so-called living museums: zoos, botanical gardens, and aquariums. "When you look at the Bronx, where I live, it was the Bronx Zoo that stood with all of us through the bad times, and is today one of the biggest employer's in the borough."

"In bad economic times, we must spend money where it counts. Moreover, I have made it a point to balance necessary cuts with new sources of revenue," said the Senator, who supported personal tax increases on the wealthiest New Yorkers. "Our tax structure was the most regressive in the nation. A bad budget crisis must not always fall on the backs of the poor."

FEDERAL FUNDS

The Senator also strongly advocated for arts-related support from the federal government. "I wanted to make sure that cultural institutions with capital projects could qualify for stimulus funding, and I made calls to my colleagues in Congress to press the point. That provision was ultimately retained in the final stimulus bill."

He applauded President Obama for reviving federal assistance to the National Endowment for the Arts. Nearly $3 million in federal money will also be made available to NYSCA.

FILM TAX CREDIT

"New York City is the Hollywood of the East Coast," said the Senator. "It's not simply that we have a number of great production and post-production studios. The streets themselves are like a movie set, and we must keep the cameras rolling."

The enacted budget includes $350 million in new authorization for the film tax credit, a program with a proven record of keeping living wage jobs with benefits in the state, and of drawing new jobs as well."

Albany, NY-  El Senador José M. Serrano (D-Manhattan/Bronx) hoy habló de la aprobación de puntos del presupuesto que canalizarán el poder de la cultura y el turismo para revitalizar la economía en el Estado de New York. 

FONDOS DE NYSCA 

"Pudimos restituir más de $4 millones para el Consejo de las Artes (NYSCA)," dijo Serrano, el Presidente del Comité de Asuntos Culturales, Turismo, Parques y Recreación. Junto a fondos adicionales del gobierno federal, en total son $7 millones.

También tomó el paso innovador y sin precedentes de destinar $250,000 de sus potenciales fondos discrecionales, también conocidos como becas legislativas, para NYSCA. "Este dinero irá directamente hacia actividades de creación de becas. NYSCA tiene tremenda experiencia financiando las artes, aparte de casi 50 años de liderazgo demostrado, y es mi placer promover y expandir sus esfuerzos," dijo el Senador.

"Cuando el presupuesto de NYSCA fue recortado el año pasado, las organizaciones culturales de todo el estado recibieron un golpe muy fuerte," dijo Serrano. "Al reubicar las becas legislativas hacia NYSCA, espero aliviar el dolor y rescatar trabajos en comunidades como la mía a lo largo de New York.  Como siempre he dicho, las artes y la cultura no son solo la cereza sobre el pastel, sino partes integrales de la política estatal y del presupuesto."

"La cultura significa comercio. La cultura significa trabajos," dijo el Senador. "Las becas de NYSCA benefician a las organizaciones sin fines de lucro de todo el estado, sean grandes o pequeñas. Estamos hablando de instituciones que traen familias a Broadway, turistas al Valle del Río Hudson, y una nueva y creativa economía al este de New York."

MUSEOS VIVOS

Serrano también tocó el tema de una restauración completa de fondos- $9 millones- para los museos vivos: zoológicos, jardines botánicos, y acuarios. "Cuando miramos al Bronx, el lugar en cual yo vivo, fue el Zoológico del Bronx que resistió con todos nosotros durante los tiempos difíciles, y hoy es uno de los empleadores más grandes del condado.

"En tiempos económicos difíciles, debemos utilizar el dinero en donde cuenta. Es más, he hecho una prioridad de balancear los recortes necesarios con fuentes nuevas de ingresos," dijo el Senador, quien apoyó el aumento de impuestos personales para los Neoyorquinos más adinerados. Nuestra estructura de impuestos era la más regresiva de la nación. Una crisis de presupuesto fuerte no debería siempre caer sobre las espaldas de los pobres. 

FONDOS FEDERALES

El Senador también abogó firmemente por el apoyo del gobierno federal para los proyectos relacionados con las artes. "Quería asegurar que las instituciones culturales con proyectos de inversión a largo plazo podrán calificar para fondos del Estimulo Económico Federal, e hice llamadas a mis colegas en el Congreso para reforzar el punto. Esa provisión fue, finalmente, retenida en el proyecto de ley finalizado."

Serrano aplaudió al Presidente Obama por revivir la asistencia federal de la Fundación Nacional para las Artes. Casi $3 millones en fondos federales estarán también disponibles para NYSCA.

CRÉDITO TRIBUTARIO PARA LA INDUSTRIA DEL CINE

La Ciudad de New York es el Hollywood de la Costa Este," dijo el Senador. "No simplemente tenemos un gran número de estudios de producción y de post-producción. Las calles, por si solas, son como el set de una película, y las cámaras deben seguir grabando."

 El presupuesto aprobado incluye $350 millones en nueva autorización para el crédito tributario del cine, un programa con buenos antecedentes de mantener trabajos con salarios dignos y con beneficios en el estado, y de atraer nuevos empleos.
