Senator Winner is working to rally bipartisan support for legislation he sponsors that, if enacted, would require New York State to issue income tax refunds within 30 days of a taxpayer's filing.

He was interviewed on what's being called the "Refund Revolt" on last night's edition of the statewide news show Capital Tonight.
