Earlier this morning, at approximately 4:30 a.m., the New York State Senate completed its action on the 2013-14 state budget.

Members of the Assembly are scheduled to return to Albany on Thursday to give final legislative approval to this year's new fiscal plan, which will then be delivered to Governor Andrew Cuomo to be signed into law -- representing New York's third consecutive on-time budget.
