State Sen. Jim Gaughran announced a bill Monday to toughen penalties for those convicted of boating while intoxicated when children are aboard the vessel.

Gaughran was joined by Lisa Gaines and Gina Lieneck, boating safety advocates, who lost their daughters in boating accidents.
