A deal reached in Albany at the end of the legislative session last week aims for a trifecta of benefits: the cleanup of a polluted site, replenished tax revenue for the Village of Harriman, and a financial boost for the 16-month-old casino resort in Sullivan County and the struggling horse track nearby.

“I viewed this as an opportunity to get that property cleaned up, fixed up and back on the tax rolls,” Skoufis said.
