New Yorkis no closer to guaranteeing justice for victims of sexual assault now than it was then.

Manhattan, prosecutors have DNA samples from 690 assaults that happened more than five years ago. If the rapists are ever arrested, they will go free. To prevent such gross injustices, District Attorney Robert Morgenthau, for one, has begun indicting unidentified rapists as John Does in the hope of keeping cases open for as long as it takes to match a suspect with DNA evidence. He shouldn't have to do that.
