New York Division of Housing and Community Renewal Issues RFP for Temporary Subgrantees Under Weatherization Assistance Program

The New York State Division of Housing and Community Renewal (DHCR) recently issued a Request for Proposals (RFP) for weatherization assistance grants, announced Senator Suzi Oppenheimer (D-Mamaroneck).
New York has been allocated approximately $395,000,000 in stimulus funds from the American Recovery and Reinvestment Act (ARRA) for its Weatherization Assistance Program (WAP). Earlier this year, several senators met with the DHCR Commissioner to discuss the allocation of stimulus funding under the WAP. The Commissioner stated that an RFP would be forthcoming, which targets $50 million in WAP funds to multi-family projects and allows local not-for-profit organizations to apply with DHCR to become temporary subgrantees.
The RFP is now available and may be accessed on the DHCR website at http://nysdhcr.gov/Programs/WeatherizationAssistance/. Eligible applicants may apply for the purpose of targeting multi-family portfolios that have significant need for energy assistance, including, for example, government assisted housing, public housing, and housing for persons with special needs. Up to $6,500 per dwelling unit is available to weatherize the dwellings of homeowners and renters with high energy costs relative to their household income. Partnerships between subgrantees and other entities such as lenders, government agencies and community based organizations are encouraged.
