Anyone who wishes to speak at one or more of the public hearings can register online until 11:59 p.m. on the agency's website. People can also register at the hearing sites tomorrow.

Those wishing to speak at the public hearings are encouraged to pre-register online by completing the Hearing Registration form or by calling 212-435-6916.  Prospective speakers may also register at the hearing location, and will be scheduled to speak after the pre-registered speakers have completed their statements.  Deadline to register is 30 minutes after the start of each hearing.  Comments will be limited to three minutes.
