Senator Carlucci Thanks Rockland Parent for Help Saving Lives of Victims of the Heroin/Opioid Epidemic

Senator Carlucci presented Rockland resident Michael Zall, a parent who lost his son to opioid addiction, with the pen certificate of the legislation he helped get signed into law this past June this morning. 

The new law will create a relapse prevention program that will be available to individuals for up to nine months after the completion of a treatment program. 

Senator David Carlucci (D-Rockland/Westchester) said, “This legislation is in direct response to the parents that we heard from that unfortunately lost their children to heroin and opioid addiction. Creating a relapse prevention program treats addiction as a disease which goes after the real problem.”

This new law will include critical case management services which provide: educational resources; legal services; financial services; social services; family services; childcare services; peer supports, including peer to peer support groups; employment support; and transportation assistance.

Michael Zall said,  “My wife, Lynn and I, appreciate the great effort by Senator Carlucci in obtaining passage of this legislation into law. A relapse prevention program is one of the many steps needed by New York and this nation to prevent  and treat the overwhelming disease of  addiction, that has not only killed our son Jeremy, but takes the lives 40,000 people per year and devastates the family of the addicted.”

Senator Carlucci also announced a training session to teach residents how to administer Narcan, the life-saving medication for victims of heroin/opioid overdose. The session will be held Oct. 6 at the Valley Cottage Library and will be free and open to the public. Each participant will receive a resuscitation kit that includes Narcan.
