SENATOR AVELLA SHARES NYPD’S RESPONSE ON THE TRANSFER OF HUMANE LAW ENFORCEMENT RESPONSIBILITIES FROM ASPCA
(Bayside, Queens) – Effective January 1st, 2014, the American Society for the Prevention of Cruelty to Animals (ASPCA) transferred their duties of investigating animal abuse reports to the New York City Police Department (NYPD).
In continuing to advocate for the welfare of New York animals, Senator Avella wrote a letter to Mayor Bill de Blasio and NYPD Commissioner William Bratton earlier last month inquiring about the details of the transfer.
Senator Avella was especially concerned with how these responsibilities will be applied to the horse drawn carriage industry in terms of monitoring the carriage horses, enforcing temperature restrictions and inspecting stables.
