ALBANY, NY—Senator Sue Serino (R, C, I—Hyde Park) joined a bi-partisan group of lawmakers at a press conference in Albany to call for the passage of Kirby and Quigley’s law—a bill named for two Capital Region dogs that were senselessly murdered during a burglary.
The bill, which passed in the Senate last year, would enhance penalties for people who harm a pet while committing a criminal felony.
Serino, who Co-Chairs the Senate’s Animal Advocacy Day, said, “Harming an innocent animal while committing another crime is especially heinous and this bill would hold those criminals accountable. It’s time for the Assembly to take action.”
