Corning, N.Y., August 19--The official groundbreaking was recently held to marking the beginning of construction on Lamphear Court Apartments, a new 60-unit affordable housing development in Corning.
The new development, considered a vital piece of the city's ongoing revitalization, will feature 48 one-bedroom and 12 two-bedroom apartment units. Twenty-two of the apartments are designated for people in need of supportive housing services.
Funding for the project is being made available through the State Office of Housing and Community Renewal’s (HCR) Housing Trust Fund, Medicaid Redesign Team (MRT) capital funds, and Low Income Housing Tax Credits. The state Office of Mental Health (OMH) will also allocate capital funds. Both HCR and OMH are offering rental subsidies, and construction financing is being provided by US Bank.
“Affordable housing is critical to strengthening Upstate communities and growing local economies,” Governor Cuomo said. “Every New Yorker needs and deserves a safe and affordable place to call home, and Lamphear Court Apartments is the latest development to make that a reality. This administration is continuing to support resurgent communities across the state, and today we are putting that commitment into high-gear in the Southern Tier.”
Senator O'Mara said, "This new $12.5-million housing development is possible because of an effective foundation of public, private and nonprofit sector involvement. Lamphear Court Apartments is responsive to the ongoing revitalization of the City of Corning and the quality of life of its residents – particularly those who are low-income and whose housing choices are limited. I appreciate all of our partners who are making this new housing possible, particularly Arbor Housing and Development, New York State Homes and Community Renewal, and Governor Cuomo for advancing an aggressive affordable housing agenda."
Assemblyman Philip A. Palmesano said, “Investments such as this help build on our efforts to continue the revitalization of Corning. Just as important as the economic development focused on our downtown – like the recent announcement on the new Hilton Garden Inn – is the continued redevelopment of our aging residential neighborhoods. The Lamphear Gardens project is an example of this investment and helps send a strong signal that we are dedicated to securing and strengthening our community and making it a better place to live.”
City of Corning Mayor Rich Negri said, “This project fits right in with our City’s Housing Strategy and is leading the way to better housing in the City of Corning.”
Southern Tier Regional Economic Development Council Co-Chairman Tom Tranter said, “Housing that will be available in Lamphear Court fills a void in the City of Corning. These one- and two-bedroom apartments will provide a healthy and safe environment for some of our most needy individuals and families. These are the types of investments that directly address quality of life issues and will have a tremendous positive impact on the community as a whole.”
