Senator Kaplan Passes Legislation Easing Regulatory Burden on Small Businesses

(Albany, NY) Today, New York State Senator Anna M. Kaplan (D-Great Neck) along with the Senate Majority, passed regulation reforms designed to ease the burden on small businesses around the state. The passage reflects the Senator’s steadfast commitment to supporting small business by ensuring their ability to thrive is not hindered by overbearing regulations.
Bill Sponsor Senator Anna M. Kaplan said, “Regulations are necessary in ensuring the functionality of business and employment in our state, however, many regulations are overly burdensome, and have a devastating impact on businesses and economic development throughout the state. It is our duty as lawmakers to cut through the red tape and make laws that support business growth while still achieving the intended goals of responsible regulation.”
The package of legislation advanced by the Senate Majority includes:
- S.5240, introduced by Senator Kaplan, requires those state agencies that regulate small businesses to maintain a section on their websites where small businesses can get easy access to the information they need, provide feedback to the agency and seek assistance in complying with regulations.
- S.2839, introduced by Senator Kaplan, improves the process for evaluating the potential impact of proposed rules on jobs and employment opportunities to help avoid unintended negative consequences
- S.5815B, introduced by Senator Kaplan, offers small businesses an opportunity to avoid fines for first time regulatory violations by giving them an opportunity to cure the violation. Currently, businesses can be fined if an agency determines that they have violated rules and regulations promulgated by the agency.
