SENATORS JACKSON AND RAMOS HOSTED EDUCATION ADVOCATES AND CFE LAWYER

IN CAPITOL TO URGE FULL FUNDING OF PUBLIC EDUCATION

(Albany, NY) Senators Robert Jackson (SD 31) and Jessica Ramos (SD 13) welcomed over 60 constituents, the advocacy organization Alliance for Quality Education (AQE), and lead attorney of the Campaign for Fiscal Equity (CFE) Michael Rebell to Albany on Tuesday for a critical day of advocacy for education funding.

Governor Cuomo has called for a scant increase of roughly $340 million in Foundation Aid, the formula for school funding developed by Governor Spitzer and the legislature in response to the decision by New York State Court of Appeals on a lawsuit Senator Jackson filed with Michael Rebell in 1993 called the Campaign for Fiscal Equity (CFE). The successful suit prompted the Foundation Aid formula as a means of fully funding a quality public education in primary and secondary schools across the state. The Regents recommended $1.66 billion in Foundation Aid this year, with a three year phase in of the Foundation Aid owed. Under current state law $4.1 billion in Foundation Aid is owed to schools statewide.

At the press conference, legislators and advocates emphasized the urgency for the legislature and Governor Cuomo to fully fund public education in the budget this year.

Attorney Michael Rebell offered a brief history and context to this fight: “The 7-month trial we had for CFE forced New York State to actually define the number of dollars you need to provide the opportunity for sound, basic education. Up till that time, they had never done an objective analysis of how many dollars you need to provide this kind of opportunity. Education amounts every year had always been made by three men in a backroom, political wheeling and dealing. But for 11 years we have had the Foundation Aid formula to guide us. The Governor is pretending to create a new formula in his budget proposal now. But until we have a new study that’s done in the same way, legally, the state is bound to fulfill the Foundation Aid formula.”

Senator Jackson shed light on the needs in New York State, saying, “In the last six weeks, I have toured eight school districts across the state. From Rochester to Long Island, from Schenectady to New York City, I saw that many students are still being denied the “sound, basic education” that is their constitutional right because of the systemic and chronic underfunding of public schools. I saw a school that had an award-winning robotics program in its infancy that was cut for lack of funding. I saw an entire district with no social workers. I saw students learning core subjects in overcrowded classrooms, denied access to art and music and courses that would prepare them for college. We must fully fund public education. I have been fighting for fair funding for over 25 years, and my colleagues in the Senate and the Assembly and I will continue fighting until our schools are given the $4.1 billion they are owed to ensure a quality education for all New York children,” Senator Jackson concluded.

“I ran for office because my sons’ school is owed $1.5 million every year. I have met with representatives from many schools in my district, all in need of funding for books, more teachers, and more resources to help their students succeed. The schools in my district are some of the most overpopulated and underfunded schools in New York, and I am committed to fighting for every child as if they were my own. Today with my neighbors, Senator Jackson, and the Alliance for Quality Education, I am demanding the funds our children are owed,” said Senator Ramos.

Jasmine Gripper, legislative director from advocacy organization the Alliance for Quality Education said, “We have the Foundation Aid formula that is designed to help address the funding inequity between school districts, but year after year Governor Cuomo has made excuse after excuse for why this isn’t the year our students can finally get the education they deserve. But we’re done with excuses. Too many students, especially Black and Brown students, have already been denied educational opportunities and enough is enough. We need the New York State legislature and Governor Cuomo to fully fund the Foundation Aid formula now.”

“I am joining Make the Road New York, Senator Jessica Ramos, and the parents of our district to fight for our public schools,” Queens parent advocate Ester Sánchez said. “I am a mother of three children with autism and I have been working to ensure that public schools in our communities receive fair funds so that our children can receive a quality education”

“It brings tears to my eyes when I think of the generation of students who have gone through our still-underfunded New York State education system since the Campaign for Fiscal Equity was won in 2007,” Washington Heights parent advocate and former Community Education Council 6 president Miriam Aristy-Farer said. “They deserved all the opportunities that fully funded public schools could have provided. It is unconscionable to think that Governor Cuomo is playing politics with education funding once again this year. We demand the money our children are owed and we demand it now.”
