S1303B Directs the Public Service Commission (PSC) to adjust each utility corporation's residential fixed-charge upon such corporation's filing with the department of an amendment of rate schedules. The adjustment would allow the utility to recover only the fixed costs and operation and maintenance expenses directly related to metering, billing, service connections and the provision of customer service. AYE
S536A Amends general business law and public health law relating to electronic cigarettes. Prohibits anyone engaged in the chain of business for electronic cigarettes from misrepresenting any facts regarding their health consequences and provides for a $500 fine per violation. Prohibits any manufacturers and distributors of electronic cigarettes from making any other products with branding associated with electronic cigarettes. Also prohibits manufacturers, distributors and sellers from offering any promotional deals involving the purchase of electronic cigarettes or from sponsoring any social, sporting, or cultural event in a way that displays the name or branding identifiable with electronic cigarettes. AYE
S2935C Enacts the "just energy transition act"; requires a study of competitive options to facilitate the phase-out, replacement and redevelopment of New York state's oldest and most-polluting fossil fueled generation facilities and their sites by the year 2030. NAY

S2330B This bill requires insurers to send policyholders a notice as to the "good faith increases of premium rates" for the policy over the next 10 years. NAY
S1027A This bill would amend section 120 of the Workers' Compensation Law relating to discrimination against employees who have taken paid family leave. The bill would provide that an employee shall not be required to request reinstatement in order to file a discrimination claim regarding paid family medical leave benefits and provides for restitution of attorneys' fees and costs to such employee. AYE
S158B Provides for the protection of health information; establishes requirements for communications to individuals about their health information; requires either written consent or a designated necessary purpose for the processing of an individual's health information. AYE
S4467B Clarifies the standard for disparate treatment claims by defining the terms "because of", "because", "by reason of", and "motivating factor" for the purposes of disparate treatment cases. AYE
S5881A Removes certain requirements for prospective purchasers of manufactured home parks; provides that owners of manufactured homes, a manufactured homeowner's association, or any other impacted party may bring an action for injunctive relief, actual damages, and attorneys' fees and costs for any violation of this section; makes related provisions. NOTE - does not address the concerns the Governor had in her veto message, namely that the bill would discourage investment in manufactured home parks.AYE
S5107A This bill makes numerous, mostly technical changes to the laws governing surrogacy and surrogacy agreements in New York. AYE
S154C Requires lithium-ion batteries sold in this state and to be used in a light electric-powered vehicle or personal electric mobility device to be manufactured in accordance with certain standards and specifications. AYE
S3601 Waives the residency requirement for the clerk to the board of supervisors of Seneca county allowing a person holding such office to reside in a county adjoining Seneca county. AYE
S5830 Prohibits the placement in segregated confinement of any person in the first eight weeks of the post-partum recovery period regardless of pregnancy outcome. NAY (Could make facilities less safe and is an expansion of the prohibition against placing certain inmates in segregated confinement, which was included in the HALT Act.)
S3603 Authorizes the county of Cortland to impose a tax of one dollar per five hundred dollars on real estate transfers. NAY (New tax.)
S5826 Requires courts, prior to accepting a plea to a misdemeanor or violation, to provide notice to the defendant that such plea and the acceptance thereof could result in deportation, removal from the United States, exclusion from the United States or denial of citizenship, if the defendant is not a citizen of the United States. AYE
S6405 Waives the residency requirement for the Herkimer county commissioner of social services, provided that such person remains a resident of an adjoining county. AYE
S5806 Authorizes non-membership not-for-profit corporations to classify boards through the by-laws and not solely through the certificate of incorporation. AYE
S4544 Allows industrial development agencies to make grants to municipalities for open space preservation, parkland improvements and conservation easements where the municipal governing body finds that the grant encourages tourism or otherwise improves quality of life. AYE
S643D Relates to rechargeable battery recycling; adds a battery used as the principal electric power source for an electric scooter or bicycle with electric assist to the definition of "rechargeable battery"; provides that a battery manufacturer may not sell, offer for sale, or distribute rechargeable batteries in the state unless the battery manufacturer is implementing or participating under an approved plan; allows a city with a population of one million or more to enforce through its own agencies. S3024A "This bill would provide a new Title within Article 9 of Environmental Conservation Law to create a Memorial Lands Facility permit, which is a property, other than a cemetery, that is primarily used for the respectful disposition of cremated remains." AYE
S5207B Authorizes municipalities in a pilot emergency repair program to add unpaid emergency repair charges and housing code violation penalties, costs and fines to such municipalities' annual tax levy. NOTE - bill would not apply to owner occupied residential dwellings. AYE
S6225 Requires the city of New York to reduce the interest accrued on certain charges assessed by the NYC department of health for inspections, clean-ups, examinations and other services performed between 1/21/97 and 11/9/99 on real property located at 1690 60th Street in Brooklyn. AYE
S6463A Requires statewide training for mandated reporters to include how to identify an abused or maltreated child with an intellectual or developmental disability. AYE
S6238A Defines the term "mass shooting" for purposes of emergency response measures and access to emergency funding as a shooting incident involving one or more firearms and during which four or more people, other than the perpetrator of the shooting or an accomplice of perpetrator, were injured or killed. AYE
S6341B Establishes harassment of a child in the 1st degree (a class A misdemeanor) when the perpetrator intentionally or knowingly harasses, annoys or alarms a child or a child's parent or guardian; establishes a private right of action for harassment of a child. S1292 This bill a new section within Article 19 of Environmental Conservation Law to establish clean fuel standard in New York, which will be a de facto Cap & Trade program with the goal of reducing the carbon intensity of fuels used in the transportation sector, and encouraging alternative blends and electrification. NAY (Likely increase cost at the pump.)
S6357 Allows for child protective services workers to complete the required training on the fundamentals of child protection through distance learning methods beginning April 1, 2024, excluding the annual in service training. AYE
S5516A Amends subdivision (c) of section 7.41 of the mental hygiene law (the geriatric services demonstration program) to authorize the commissioners of the office of mental health and department of health to waive rules and regulations to address barriers to collaboration between mental heal providers and providers of home care services under the Geriatric Service Demonstration Program. S1449 Directs the city of New York to conduct an analysis of storm water and groundwater issues (to include the feasibility and efficacy of the installation of reverse seepage basins; status of storm water upgrades; and potential rehabilitation of former water supply wells) in the communities of Ozone Park, South Ozone Park, Jamaica, Hollis, Springfield Gardens, Laurelton, Rosedale and Brookville areas of Queens. S6668 This bill would authorize presumptive Medicaid eligibility for an individual who is incarcerated by the department of corrections and community supervision, or in a local correctional facility for up to 60 days post-release. S2477A This bill would amend the Labor Law by adding a new article 34 entitled New York State Fashion Workers Protection Act which would provide for the registration and duties of model management companies and creative management companies and provide complaint procedures and penalties for violations. NAY
S4982 Protects employee freedom of speech and conscience by prohibiting employers from coercing employees into attending or participating in meetings sponsored by the employer concerning the employer's views on political or religious matters. NAY (Could stifle employers, including small business owners, from talking about labor unions with their employees.)
S3315A This bill increases Surrogate's Court fees on various matters involving estates or other subject matters. These matters involving estates include petitions to commence a proceeding to probate a will, petitions to commence a proceeding for administration in intestacy, and petitions to commence a proceeding for an accounting. A PRINT - lower the increased fee at the $750K-$1M threshold to $1,875; lower the fee at the $1M-$2M threshold to $2,500; lower the fee at the $2M-$3M threshold to $$5,000. NAY (Unnecessary.)
S5056A Directs the superintendent of financial services to create a private education debt registry which shall contain information and documentation relating to loans issued by creditors including interest rates and copies of the notes and instruments used by such creditors for education loans. S6226A This bill would permit ground ambulance services to store and distribute blood and initiate and administer blood transfusions to create parity between air and ground ambulances in regards to this service. AYE

S1687 Provides a rebuttable presumption relating to further certification as a minority and women-owned business enterprise if there is no change in the ownership of the enterprise and no material change in the nature or management of the enterprise from the time of approval of the previous minority and women-owned business enterprise certification. S1610 This bill provides that a landlord, or any person acting on behalf of a landlord, who willfully includes information he or she knows to be misleading or incorrect in any notice provided pursuant to the 421-A program (Affordable New York Housing program) about the unit becoming subject to decontrol upon the expiration of such tax benefit, shall be guilty of a violation. Such violation would be punishable by a fine of $1,000. This bill was amended from last year's bill to also require the Commissioner of Housing and Community and Renewal to standardize the notice provided by landlords to their tenants pursuant to these provisions. NAY
S6676 This bill amends the uniform city court act and the uniform justice court act so that in small claims actions where the claimant is or was a tenant or lessee of real property owned by the defendant, and the claimant is unable to provide notice of the claim to the defendant at their residence or office(place of work), then they can provide notice to them anywhere in the state where claimant can mail or deliver rent. AYE
S6647A Creates a banking development district working group to assess the banking development district program and provide an annual report to the governor and legislature on the strengths and weaknesses of such program; defines unbanked and underbanked. AYE
S6970 Permits the submission of applications for banking development district designations regardless of the date the applicant opened, banks and trust companies need not have opened after December 31, 1996. AYE
S6674 Expands coverage requirements for human donor milk; removes the requirement for inpatient use. AYE
S885B Regulates short-term residential rentals by creating a registration system for such rentals and allowing for the collection of sales and occupancy tax generated from such rentals to the state and local governments. S3381A This bill would require the State, public authorities and counties to provide certain documents and forms in the 12 most common non-English languages spoken by limited English proficient immigrants that have been in the country for five years or less. The exact languages would be determined by the American Community Survey, as published by the United States Census Bureau. NAY (Unfunded mandate and creates a private right of action.)
S6292 Increases the total amount of bonds the Buffalo sewer authority may issue from two hundred fifty million to five hundred million dollars. AYE
S5554 Establishes a youth outreach department within the state police, city, village, town, and district police departments, and sheriff departments for the purposes of designing and carrying out youth activities organized by the department. NAY (Unfunded mandate. Not necessary.)
S6599 Authorizes the assessor of the town of Mount Pleasant to accept an application for exemption from real property taxes from Spectrum Designs Foundation Ltd. for a certain parcel in the village of Pleasantville in the town of Mount Pleasant. AYE
S6171 Makes technical amendments relating to authorizing the city of New York to discontinue the use as parkland of a portion of real property in the county of New York and to grant easements to the metropolitan transportation authority so that it may make handicapped accessible improvements and upgrades to the New York city transit authority 168 Street transit station. AYE
S6276 Makes technical amendments to a chapter authorizing the city of New York to discontinue the use as parkland a portion of real property in the borough of Brooklyn and to transfer such lands to the metropolitan transportation authority. AYE
S4557 Allows that in a county of between 390,000 and 425,000 residents any municipality in said county will be eligible for state reimbursement for their enforcement of state navigation law, regardless of whether the county has filed an application provided that the total amount reimbursed to the municipality does not exceed limits set forth in section 79-B. S6815 Adds designated agent, domestic partner, grandparents, aunts, uncles, cousins, nieces and nephews of the deceased individual to be able to receive a death certificate. AYE

S6551 This bill would amend section 596 of the Labor Law as it relates to an individual's right to request a hearing regarding an unemployment insurance benefits claim. The bill would provide that such a hearing can be requested if benefits or a written notice of determination denying their claim are not received within thirty days of providing all required information. S6675 Requires public-facing websites operated by political committees to contain "paid for by" language; adds such public-facing websites to the list of political communications that qualify as independent expenditures. AYE

S1746 COSPONSOR The bill would amend the Labor Law section 27-b (2) (a) to add public schools to the definition of employer. This amendment would require public schools to develop and implement programs to prevent workplace violence in public schools. AYE

S4401A Requires the department of health to develop, maintain, and distribute to practicing and licensed physicians in the state a resource library related to continuing medical education and training opportunities regarding nutrition. AYE
S4707A Designates a portion of the state highway system as the "Firefighter Peyton L. S. Morse Memorial Highway" in the hamlet of La Fargeville, town of Orleans, Jefferson county. AYE
S4897A Designates a portion of the state highway system in the town of Fishkill, Dutchess county as the "Corporal Derick Franklin Brinckerhoff Memorial Highway". AYE
S5897 Relates to reporting of youth placed in foster care settings and recruitment of foster parents; requires information including the total number of youth placed in foster care, the reasons why such youth were placed and the efforts the state has taken to recruit and retain foster parents; repeals provisions relating to directing the office of children and family services to make information publicly available on the number of youth placed in foster care settings and recruitment of foster parents and the effectiveness thereof. AYE
S5971 Designates a portion of state route 111 in the towns of Islip and Smithtown as the "Port Authority Police Officer Steven J. Tursellino Memorial Highway". AYE
S6050 Relates to requiring the use of project labor agreements for large scale construction projects under the state university construction fund; provides an exception to such requirement may be granted; provides that the fund may require every contractor become party to a project labor agreement. AYE
S6097 Relates to additional member contributions for certain members under the age fifty-seven retirement program; provides that members holding certain titles who due to their age at the time of enrollment in the age fifty-seven retirement program will not obtain twenty-five years of service credit and therefore will not be eligible for a refund of their additional member contributions shall not be required to make additional member contributions. AYE
S6216 Provides for special accidental death benefits for widows or widowers of certain deputy sheriff members of the New York city sheriff's department. AYE
S6246 Requires that each weigh in motion violation monitoring system undergo a calibration check every six months in accordance with specifications prescribed pursuant to a memorandum of agreement between the New York city department of transportation and the New York state department of agriculture and markets, or in accordance with an applicable reference standard as determined by the New York city department of transportation. NAY
S6247 This bill prohibits contributions, indirectly or directly, to political committees from individuals with business dealing with a state governmental entity during the restricted vendor contribution period operationally, when those committees are controlled by officeholders with authority over state governmental entities responsible for issuing a procurement solicitation, evaluating responses, or determining or awarding a final contract or to political committees of candidates for office of such a government entity. AYE
S6253 Provides that any lung disease that impairs the health of a New York City deputy sheriff is presumptive evidence that the illness was acquired during the performance and discharge of their duties. The deputy sheriff will be entitled to retire on a pension equal to three-quarters of their final average salary. AYE

S6584A This bill would amend the Executive Law related to the collection of certain demographic information by certain state agencies, boards, departments and commissions to require separate collection categories for White, Middle Eastern, and North African groups. AYE
S7431A Extends the authority of the town of Newburgh to impose a hotel and motel tax for an additional two years. AYE
S7489 Extends provisions relating to the New York state medical care facilities finance agency act. AYE
S6441B Corrects a clerical error in the Goshen Central School District's State Aid Management System (SAMS)application for the 2020-2021 school year to ensure the District retains full transportation aid for that school year. B PRINT - replaces language appropriating $500,000. AYE
S2279C Requires a plain and conspicuous printed list of all ingredients listed in order of predominance on diapers sold in the state; imposes a civil penalty of one percent of the manufacturer's total annual in-state sales not to exceed one thousand dollars per package or box on the manufacturer. S2379A Requires certain for-hire vehicles with a seating capacity of 6 or less passengers to install and maintain an interior rear-facing video camera. AYE
S6210A This bill provides that whenever the chief administrator is required to compile, report or make other court data publicly available, or wherever the chief administrator opts to require such collection, reporting and public availability of data, this shall include data from all courts, including the town and village courts, disaggregated by county and by individual court. S6755A Authorizes the town of Warwick, county of Orange to alienate certain lands held in public trust in the town of Warwick, county of Orange. AYE
S7216A Establishes a tax on noise from non-essential helicopter and seaplane flights in cities with a population of one million or more. NAY
S7411A Relates to the tribal-state compact revenue account, regarding monies appropriated and received each year by the state as a portion of the negotiated percentage of the net drop from electronic gaming devices the state receives; extends the effectiveness thereof. AYE
S365B Enacts the New York privacy act to require companies to disclose their methods of de-identifying personal information, to place special safeguards around data sharing and to allow consumers to obtain the names of all entities with whom their information is shared. NAY

S7561 GOVERNOR'S PROGRAM BILL - Requires renewal of notary public commissions to be submitted to and processed by the Secretary of State. The legislation would also clarify requirements relating to transmission of records between the Secretary of State and County Clerks, add language relating to electronic notary public registration, and align the fees in the Executive Law associated with certificates of official character of notaries public and certification of notarial signatures with the fees for the same services set forth in the Civil Practice Law and Rules (CPLR). S7562 GOVERNOR'S PROGRAM BILL - Amends Empire State Film Production Tax Credit Program to clarify that the law allows applicants who have applied to the program prior to April 1, 2023, to access the increased pool of funding that was added to the program in the 2023-2024 budget. AYE

S1991 Relates to establishing a twenty year retirement plan for members or officers of law enforcement; includes every non-seasonally appointed sworn member or officer of the division of law enforcement in the department of environmental conservation, a forest ranger in the service of the department of environmental conservation, a police officer in the department of environmental conservation, the regional state park police, and university police officers in such twenty year plan.
