The following bills were approved in the NYS Senate.  Senator Gallivan's vote is noted.

S8005 CHAPTER AMENDMENT - Requires camps and youth sports programs to establish an automated external defibrillator implementation plan; requires camps and youth sports programs to have at least one person trained to use such defibrillators at camps, games and practices. The legislation amends the underlying chapter by clarifying the definition of applicable camps and youth sports programs, and makes technical changes so as to lessen the fiscal burden on the Department of Health and applicable camps and youth sports programs.  AYE

S8026 CHAPTER AMENDMENT - Directs the division of criminal justice services to establish a task force on missing women and girls who are black, indigenous and people of color (BIPOC). This legislation amends the underlying chapter to align the task force with a $750,000 appropriation made in the SFY 2024 Enacted Budge related to a conducting a study on missing BIPOC women and girls.  AYE

S8029 CHAPTER AMENDMENT - Directs the president of the civil service commission to collect health care claims data relating to the price and utilization of hospital benefits by active employees, retired employees and their dependents and to publish a New York State health benefit plan hospital pricing report. This legislation amends the underlying chapter by including the Empire Plan or its success by name in such report, specifying when certain services in a hospital must be included in such report, and excluding optional benefit plan health care claims data and claims for Medicare primary individuals. AYE

S8036 CHAPTER AMENDMENT - Prohibits the installation of certain security devices used to control access to common areas of a residential building without the written permission of the owners, board of managers, board of directors, or authorized party of such property. This legislation amends the underlying chapter by requiring written notice no less than 30 days prior to installation of the keyless security device, except condos and co-ops, which may follow the certificate of incorporation or bylaws.  AYE

S8057 CHAPTER AMENDMENT - Adds domestic partner, grandparents, aunts, uncles, cousins, nieces and nephews of the deceased individual or the lawful representative of such persons to receive death certificates. This legislation amends the underlying chapter by limiting the expansion of who can request a certified copy of a New York State issued death certificate to the agent charged with the disposition of a decedent's remains and domestic partner. AYE

S8079 CHAPTER AMENDMENT - Provides for crediting of probationary service when a person appointed provisionally in accordance with section sixty-five of the civil service law receives a permanent appointment to the same title. This legislation amends the underlying chapter to clarify that the underlying bill, providing time an employee spends in a provisional title to count towards any required probationary time period upon appointment to a permanent position, shall apply where permanent appointment immediately follows the provisional appointment. AYE

S8082 CHAPTER AMENDMENT - Increases the city of New York procurement limit for businesses owned by women and minorities from one million dollars to one million, five hundred thousand dollars. This chapter amendment would amend the State Finance Law to increase State agencies' contract threshold amount for MWBEs and service-disabled veteran businesses to $750,000 from the current $500,000. Without a formal competitive process. NAY

S8086 CHAPTER AMENDMENT - Relates to the tax on gaming revenues in region five of zone two and to the tax rates on certain facilities within the Tioga county portion of such region; adds additional vendor fees for a certain track located within Oneida county; extends the effectiveness of such additional vendor fees. Chapter amendment grants the original tax benefit to Tioga Downs but requires "Any money realized from the decrease in their slot machine tax rate shall only be used by the facility to offer childcare for employees, food and beverage conversion, any other project or use that improves the economic infrastructure of the facility, or for rehiring laid-off workers, hiring new workers or retaining current workers at the facility."  AYE

S8089 CHAPTER AMENDMENT - Establishes a dyslexia and dysgraphia task force; implements the findings of such task force. This legislation amends the underlying chapter to provide for the dissolution of the task force at the conclusion of its work, information to be included in the task force's report, and a provision to make the information publicly available on the State Education Department's website. AYE

S8090 CHAPTER AMENDMENT - Establishes that state agencies or authorities shall implement gender-neutral terminology on state websites. Chapter amendment makes changes to the provisions of L.2023 c.104, to clarify provisions that state agencies are only responsible for content that is within their control to modify. AYE

S8012 CHAPTER AMENDMENT - Prohibits utility corporations from charging customers for gas or electric service which was rendered more than two months prior to the mailing of the first bill to the customer; requires utility corporations to provide a two-year history of charges in their bills. his legislation amends the public service law to clarify the time period after which utilities cannot charge a customer, where the delay was due to utilities neglect and makes technical changes. NAY  (Responsible for usage regardless of when billing is issued.)

S8016 CHAPTER AMENDMENT - Requires the department of health to conduct a public information and outreach campaign on medically unnecessary treatments on persons born with intersex traits or variations in sex characteristics. This legislation amends the underlying chapter by extending the delivery date of policy reviews from six months to eighteen months. AYE

S8037 CHAPTER AMENDMENT - Requires one voting member of the metropolitan transportation authority be a transit dependent individual. Makes technical amendments. AYE

S8044 CHAPTER AMENDMENT - Defines the term "mass shooting" for purposes of access to emergency funding as a shooting incident involving one or more firearms, rifles or shotguns during which four or more people, other than the individual or individuals alleged to have committed such incident, were injured or killed. This bill amends that chapter to define a "mass shooting" as an incident in which at least for people are murdered with a firearm, rifle or shotgun, which is consistent with the FBI's definition. AYE

S8050 CHAPTER AMENDMENT - This legislation amends the underlying chapter by making technical clarifications on the definition of electronic benefit transfer card, clarifying that notices must contain a link and the information for victims of electronic benefit transfer scams and clarifying that the office of temporary and disability assistance shall determine the contact number for reporting scams.  AYE

S8061 CHAPTER AMENDMENT - Enacts Matthew's law which provides for the dispensing of drug adulterant testing supplies by health care professionals or pharmacists to any person. Makes changes by removing regulations pertaining to the storage of the testing strips and removes limitations on where the strips can be dispensed to increase access. Additionally, the bill removes the limitation of five testing supplies per transaction and clarifies that there is no special license required to distribute the tests. AYE

S8064 CHAPTER AMENDMENT - Permits employees of public utility corporations or public utility companies access to certain restroom facilities without being a paying customer. This legislation amends the underlying chapter by clarifying that in order to use the facilities, the individual must be an employee of a utility entity who is on duty at the time of requesting use. AYE

S8075 CHAPTER AMENDMENT - Relates to the maintenance of abandoned cemeteries; authorizes a solvent not-for-profit cemetery corporation that merges with an abandoned cemetery in a city to apply for state funds for the maintenance of an abandoned cemetery. Makes several technical changes and allows for an insolvent cemetery corporation that receives funds for maintenance to receives those funds in the form of a grant.  AYE

S8080 CHAPTER AMENDMENT - Requires the department of health to establish and maintain the New York state community doula directory for doulas on such department's website for the purposes of Medicaid reimbursement and promoting doula services to Medicaid recipients. The chapter amendment repeals the underlying chapter under the public health law and reestablishes it under the social services law pertaining to the Medicaid program. AYE
